When I was around 6 or 7 my parents paid for swimming lessons at the local pool and the woman instructor had her two infant children with her, probably 2 and not even 12 months. She tossed them in the deep end and they both doggy paddled right to the side. It was pretty impressive.

Actually it is a precautionary step for people who have pools at their homes. It's a good precaution. Pools and infants are a dangerous mix. We took our kids early as we are around water a lot. Next summer I'll be teaching the kids to swim in the ocean.
