Politically speaking, I would agree.

But right now, with Arafat "supposedly" promising to track down the perpetrators of the murder, it would be difficult to target anyone in his government without clear indications of being involved.

No... this one will go directly against PFLP bases, probably in Lebanon.

Go against Arafat or his organization right now, and Sharon would undermine international support and be accused of mis-directed retaliation.
