That seems to be the dilemma. Secular (non) Jews realize the repugnant nature of what Orthodox Jewry can be and want no part of it, but in the process follow few commandments enough to qualify as a member of the faith. So, this is how the double-talk starts. Since many of the secular (non) Jews in the West bring money and goods, they are tolerated, otherwise they would get the full treatment. It is a matter of convenience.
