SAN MATEO, Calif., Oct 17 (Reuters) - Software maker Siebel Systems Inc. (NasdaqNM:SEBL - news) on Wednesday posted third-quarter earnings that were down 48 percent and at the low end of Wall Street's reduced expectations as key software license revenue tumbled.

While the economy is partly to blame for the company's weaker results, analysts said there are other factors at
play.

``The bad news is Siebel has more competition from SAP , Oracle (NasdaqNM:ORCL - news) and PeopleSoft (NasdaqNM:PSFT - news),'' said Robertson Stephens analyst Eric Upin, who had forecast per-share earnings of 11 cents on total revenue of $485 million and license revenues of $240 million.

Each of Siebel's new rivals is a big player in the business management software arena and is making a major push into the CRM giant's backyard.

Financial and industry analysts generally agree that Siebel's offerings remain superior to competitive offerings. Nevertheless, said Upin, ``the gap is narrower.''
