It very well may not matter who is at the helm if that happens again. There will be public outrage like you won't believe. The President could get a Declaration of War whether he asks for one or not. The Constitution says only that Congress has the power to declare war; it does not say the President must ask for a declaration. It would then be the job of the Commander in Chief to prosecute the war.
