Regressive means that the taxes tend to impact lower income or lower networth individuals more than higher income/networth counterparts. For example, the sales tax is said to be regressive, as the poor consume a greater percentage of their income than the rich.

Distortion- by that I mean the wasted activity and associated costs associated with artifice to minimize one's tax liabilities. Not very common in the lower or middle income brackets, IMO.
