Yes, that's what I mean. My assessment of a lot of cultural disputes is that people have different defaults. For example, some teachers might assume a child doesn't know the answer if he doesn't speak up. The child may have been taught not to speak until spoken to. Some guys hanging around may think it's expected that they "compliment" a woman walking by but she might consider it an insult. Or visa versa. I recall my first such experience as a teenager after an influx of Puerto Ricans into my town. A few years later when I was a student in Mexico, it didn't surprise me and I didn't feel insulted.
