Right, and while we mistakingly thought we had taken out the Iraqi NBC infrastructure in Desert Storm, Iraq (who could produce it) had large-scale underground facilities that were untouched, produced vast quantities of the stuff, and had the motivation and the ability, to transfer some of it to underground muslim terrorists.

At an evening meeting on July 1, 1995, Iraq finally conceded. After four years of denials, Taha acknowledged that Baghdad had produced thousands of gallons of anthrax and botulinum at Al Haam. (Germs, Judith Miller, pg 184)
