I agree, and it's important to maintain the ambiguity, to make the other side (whether organized states or terrorists) understand that we have the capability, and the willingness, to use all of our offensive capabilities to respond commensurately to an attack. This was the basis of deterrence that kept us from world war for 50+ years, and that some believe kept Saddam from using WMDs in the Gulf War. The same should hold today. The terrorist network must understand that an attack on the U.S. with a WMD, whether chemical biological, or nuclear, will be responded to in kind.
