Well, if anyone is to blame for Creating the Military Industrial Complex, it is JFK. Personally, I think it is one of the greatest things he ever did...That and kicking off the race to the moon (which gave more money to the very same contractors). IMHO, When Ike was warning about the "Military Industrial Complex" he was issuing a warning to JFK directly. JFK, claimed that the United States was falling behind in its ability to deliver nuclear bombs on the Soviets, and proposed (and carried out) a massive peacetime arms buildup (it was a major Democratic campaign plank).

As far as how the military is being currently run, I believe, Rumsfeld actually proposed changing the military, from the current - two major conflict - cold war setup. The Chief of Staff of the Army (remember the big stink about allowing regular army to wear berets?), wanted the army, to become a more of a quick reaction force. Just what scenario are you talking about?

Chris I won't even try to say that money won't be wasted in this effort. However let me remind you that in San Francisco we spend 185 million to provide illegal drugs alcohol and cigs for the homeless. Since the Great Society the national debt and that's what it is, has been spent on a war on poverty and we have the same amount of poor. The only difference is that government has grown. For a change money will be spent on the military. One difference is that it actually ends up doing some good (not speaking military). The Internet came about as a defense project. So many other things work there way into the good of the general economy.
On this issue the American people are now indicating much to the shock of the extreme left that they favor building up the military at the expense of social programs.
Remember a conservative is a liberal who has been mugged.
On Sep 11 many liberals got mugged.
