Along those lines, note that death and illness is not at the top of the list of desired effects of anthrax, according to Ken Alibek, the former deputy head of Biopreparant, the USSR's bioterrorism branch.

The primary effect is inciting panic. Shutting down operations, creating bottlenecks in medical care, and causing economic damage are secondary goals. Actually killing people comes in fifth on the list of goals.

Considering that at least one of the letters was sent prior to 9/11, it would appear that these homegrown over stimulated people are clairvoyent as well. Brilliant timing on their part to capitalize on the 9/11 attack before it even happened.
