I haven't toured Saudi Arabia, but from my experience (and what I heard), Jeddah is most liberal, followed by Riyadh.
Mecca and Medina are most strict, and not open to non-Moslems.

ARAMCO : best definition I heard was "its USA inside Saudi Arabia".

yep, hence the bridge to Bahrain! They're not stoopid!

In SA (outside ARAMCO), no drinking anywhere is the law. if u can manage to not get caught, u're OK. u take your risks...

Oh BTW, for those not familiar with that region, Ramadan time, across GCC nations, do not get caught drinking water from a faucet in a public place, during the day. Aint worth the price u'd pay.
