I don't think you understand my post.
They already have bases in the various states. Let's say you live in Philadelphia. Let's say the Nuke plant is on the East side of the city. One of the many bases is on the West side of the city. Just move one base to the east side so it's close to or even within the perimeter of the plant. That's not inconveniencing anyone. It has nothing to do with mobilization. It has to do with relocating some existing bases so that they are closer to things that might need protection.
