I think that the Anglophone countries will draw together, including Australia and New Zealand, and perhaps India, Ireland, and some others. Whether the rest of Europe is on board will depend on their willingness to be Atlanticists, instead of trying to rival the United States. In that sense, it is the EU versus NATO, in terms of the framework that will dominate relations among the developed countries in the future. A lot may ride on this new found spirit of cooperation with the Russians. If the Russians play their role in the anti- terrorism campaign properly, they will be drawn into pan- European structures more and more. However, their primary sponsor and counterweight will still be the United States, which will guarantee that the continent continues to stick close to us........
