It is indeed an ML survey, dated 17 Oct.

A summary of the bullet points:

--In our first post-attack survey, we find that three-quarters of users have seen their business negatively impacted. As a result, IT budget growth next year looks to be 2% compared with 5% in our last survey.

--The timing of the recovery has moved out about three months form 2Q to 3Q of next year. U.S. CIOs are more cautious than the Europeans.

--Almost 70% expect to upgrade at least some PCs next year, indicating a good second-half PC cycle if the economy cooperates. Interest in Windows XP was more muted but solid with 38% planning adoption.

--Pricing pressure on vendors could be intense next year with PCs, storage, and servers most affected.

--Outlays for security software, disaster recovery, and remote access should rise. Non-critical and emerging technologies could get squeezed.


Merrill conducts this survey monthly, contacting 50 U.S. and 15 European CIOs.
