I would imagine that the central government might have even less power over the country as a whole then the Taliban did at its peak. It would be more of a confederation then a federation or centralized government. It would have members from the different ethnic groups throughout Afghanistan. The one stumbling point is who gets to be president. You could try a rotating presidency but that didn't work to well last time (but maybe people have learned...) or you could just make the office so weak that it doesn't matter much.
