A 5 mph breeze is pretty light for a wind power unit. The fact that they can get one to generate any power with such little wind is rather amazing. When the wind gets too strong, the unit shuts down purely as a safety measure. Also, what to me is even more amazing is that the wind unit I read about ALWAYS operates at a constant 120 rpm, regardless of the strength of the wind. The speed is controlled entirely by adjusting the load on the generator by means of software. In situations where there is no grid, or where the grid is down because of a storm or other event, the excess power MUST be routed to a water heater, swimming pool, or some similar device that would absorb all the power being generated. If this is not available, then the device would again shut down for safety reasons.

I don't know any public companies making wind generating units. The largest user of wind generating units is FPL Corp. (parent of Florida Power and Light).
