You're probably right that hardware development started long before the first announcement, but since Intel and HP first started their alliance in 1995, I don't think hardware development could have started before that. In that case, a 6 year development time is much longer than most, but then again, the work required to enter into the server market with a brand new architecture is more than most companies could even think to accomplish.
