Awadallah is a legal U.S. resident whose father holds dual Jordanian and American citizenship.......................She said that that Awadallah's name and phone number were found in glove compartment of the car used by suspected hijacker Nawaf Al-Hazmi, that was found abandoned at the Dulles Airport after the Pentagon strike............................Baker added that investigators also found a razor blade attached to a handle inside of Awadallah's car. She said Awadallah said the blade was used to scrape paint but agents felt the design of the object made that unlikely. She said the government found the object troubling because the hijackers had used box cutters and razor-like weapons in the attacks........................... The complaint said Awadallah acknowledged knowing Al-Hazmi and had seen him 35 to 40 times between the spring and winter of 2000.

I was thinking the explosives may have been 'dropped' by one cell for another to pick up and eventually deploy.
