John, I think you're right about the bottom line.

"The surveys, taken in the first half of September, don't reflect layoffs that occurred in the wake of the Sept. 11 terrorist attacks. The data cover Multnomah, Clackamas, Columbia, Washington and Yamhill counties in Oregon and Clark County in Washington state.

Once-high-flying high-tech companies laid off 1,300 workers in September, for a monthly drop of 2.6 percent.

Fujitsu, Intel, Hewlett-Packard, Mitsubishi Silicon America, Hynix and Merix are among those to announce plans to lay off workers this year.

Williams doesn't expect an upturn anytime soon.

"We don't think this is the bottom," he said.

Freightliner, for example, plans to cut its Portland work force by 781 during the next 16 months, and Boeing passed out pink slips effective in mid-December to 297 workers at its Gresham plant.

Statewide, seasonally adjusted unemployment hit 6.4 percent for September, up from 6.3 percent in August, according to a report released a week ago. The national seasonally adjusted rate is 4.9 percent.
