It would only take a few weeks to prepare the letters and I'd have used at least 100 different envelope types. I wouldn't have put any special markings on the letters and I'd have mailed them from at least 50 different post offices, preferably somewhere in the Northeast US. (Then I'd have left the country.)

I would have used standard business envelopes and a computer; autogenerate realistic looking business envelopes with a laser printer to random return addresses.

Seriously, if someone wanted to be really fiendish they could use automation to their benefit.
