A new government might not be in much of a position to refuse specific requests that are very important to us in the aftermath of this conflict. That doesn't mean they will be a puppet or do what we want for the next 20 years.

As for a weak government not being able to resist our pressure - Perhaps a better term for what I was talking about would be a limited government. Not a government on the brink of collapse but rather one with limited power, with most of the power being on lower levels, a confederation or very lose federation, not a centralized government.
