I don't think territory has anything to do with it. Every state can change their deductions any way they want and whenever they want.

The idea is real simple. One central processing place has every state's deductions (updated monthly) as a percentage of gross income.

You dial in and look up the deductions for your zip code. Then you simply send in that amount. the central processing place distributes the tax money. No state tax forms or federal tax forms needed. The only reason it doesn't happen is that we have no leadership and the accounting industry would pay enormous amounts of money to stop it.
