When I listened to the conference call, I came to my own conclusion (more appropriately called speculation) about the reason management may have decided not to pre-announce. In the call, Tom made a big deal about the number of companies that pre-announced in Q3. I believe that was his subtle way of implying, "Gee, Siebel didn't have to pre-announce."

My response is that, no, Siebel didn't have to pre-announce. But given management's announcement in the previous conference call that they expected earnings would be flat sequentially in Q3, pre-announcing was the appropriate thing to do.
