When one is talking with someone and has been talking with someone then one is not snubbing. That concept is alien to your way of thinking. The President has correctly stated that the world of today is not the world that existed when treaties were signed. The fact that Russia just this week indicated it was shutting down a radar station in Cuba shows PRESIDENT GEORGE W. BUSH is not only speaking but convincing others of his vision and they understand his plain honest words. This was a unilateral move with no quid pro quo. That's say President GEORGE W.
