So taping out is like a software package going Golden Master as in ready to shrink wrap ..

Yet isn't only three months from start to finish fabbing a chip? Wouldn't a design tape out several times before it's ready for manufacture? If that were the case, then the Inq story of taped out chipsets w/o a taped out CPU would make sense from a testing standpoint. They've tested with pre-final silicomn and found the chipsets ready and the CPU needing more work, or a final design on the .15 copper SOI process.

It means the design is finalized and ready for manufacture. The term originated when they made an actual tape, and that was then sent to the fab.

The tape sent to the mask shop, and then the masks to the fab.
