I just happened to hit a site with come great links (great imo, of course :-) That is quite interesting that occupancy in shelters is down. I had no idea how bad the numbers were. I knew they were bad, but I didn't know they were quite that bad. I was fully aware of just how discriminatory the war on drugs has been. That is one of the many reasons I am for legalization or at least decriminalization. It isn't just about an effective use of public resources, it is also a social justice issue.
