"I'm not certain what my strategy would be, but it would probably begin by insisting U.N. inspectors have free access to the country in order to inspect potential sites of weapons of mass destruction."

Insisting???? Saddam thumbed his nose at the UN and the USA and threw us out. And I firmly believe that we have never stopped bombing anything we think may be in the weapons business. Not as easy as so many seem to think even with all the hi-tech stuff we have. We are currently seeing evidence of that every day, eg looking for Osama, trying to find the source of the anthrax, etc........Do you think if we could find Saddam personally he'd still be around? Would have met with an accident, been assassinated by a "deranged" Iraqi, had a heart attack, etc.......

re: the no fly zone.....to my knowledge it is still being strongly enforced...enforcement never stopped. What has changed, however, is the enforcement of the sanctions that were instituted against him. They were and are totally ineffective and he is having little trouble getting what he needs to survive. The people are not doing too well, however. We read stories from reliable sources telling about children dying by the thousands.

re: preparing America for military intervention.....that shoud be pretty easy right now, but convincing our allies, friends and the UN is a far different story.... Some of these folks are already getting uneasy over the bombing of Afghanistan.
