Obviously something seriously failed.

Hundreds of attempts were made on the US by terrorists in the years up to and including Y2k,
and all were defeated until Sept 11th.

Why was that?

Hi FaultLine; Hey, waiting has probably been as successful a strategy as hunting down and killing, it's just that after a war gets started "waiting" is no longer an option. And I can remember clearly the relief I felt when the Soviet Union collapsed.

I'm less worried now about the threat of radical Islamic fundamentalism than I was back in 1976 about Communism.
