I heard that also - I don't recall if this was all the dues, or just those for some particular part (e.g., UNESCO) but hopefully the former. It would really help if a few more countries were prepared to send troops under UN auspices - and if the UN were allowed to use reasonable force itself... motions had previously been blocked by the US and USSR (and maybe others), neither wanting to give any justification to the other to allow their own pet dictators or movements to be threatened. Let's hope those days, too, are over :)
