I have read that Davis is forcing utilities to buy his high-priced power

He is forcing the people of California to pay. Despite the roll back of wholesale prices, retail remain the same and even increases are contemplated. I'd not be surprised to see him come out and tell people it's patriotic to leave your lights on all night!
