1. Because the Israelis cannot and don't trust the Palestinians! They are afraid they will be easily overwhelmed by the Arabs if they move back to pre-1948 borders. Perish the thought that Israelis would become Palestinian citizens!!!

2. There are powerful forces that will not allow Israel to
return to pre-1948 borders, IMHO.

Wonder why Israel hasn't offered to go back to pre-war boarders and be done with it?

The pre-war borders were the HIGH Ground. It was from there that the Palestinians sit and take pot shots at the Israel citizens! They had to go back in and take over some of the high ground recently in order to stop the shooting. Not a good plan.
