"When we broke off the attack on Iraq, it was because the coalition would not support it," True, but as the PBS show on the Gulf War concluded the negotiated settlement with Iraq left its military in place. PBS said the U.S. was negotiating from a position of strength and it did not use its advantage as much as it could have to further constrain that country's military..
