SEC Starts Bonds Investigation

WASHINGTON (AP) - The Securities and Exchange Commission (news - web sites) began its own investigation Tuesday into allegations that someone leaked market-sensitive information about a surprise government decision to stop selling 30-year bonds.

The Treasury Department (news - web sites)'s general counsel and inspector general have conducted preliminary investigations into last week's possible leak. Treasury officials had said that if they concluded a breach of rules occurred, the case could be referred to the SEC or the Justice Department (news - web sites) for further investigation.

The SEC said it received such a referral from Treasury and has ``initiated an investigation into the circumstances surrounding the announcement of the Treasury's decision to end its 30-year bond offerings.''

Stephen Cutler, the SEC's enforcement director, promised the commission would ``vigorously pursue this matter.''

Treasury Inspector General Jeffrey Rush said his office will coordinate with the SEC and declined to say if his office would conduct a separate probe.

Treasury unexpectedly announced last Wednesday, as part of its regularly scheduled quarterly briefings on its borrowing needs, that it would no longer sell 30-year Treasury bonds and would rely instead on securities with a shorter maturity to finance the national debt.

The decision prompted a huge bond-market rally. Demand for 30-year bonds in circulation soared as investors rushed to snap up a product that offers a government-guaranteed interest rate for such a long period. The spike in demand pushed down the yield on 30-year bonds to 4.87 percent, the lowest since October 1998.

The alleged breach of rules began when a private consultant attended a press-only briefing in which the government's financing plans for the quarter were revealed. Reporters at the briefing were required to refrain from publishing or broadcasting the information until the government made its official announcement. But the consultant informed clients of the market-sensitive decision while the information was still restricted.

A group representing bond traders at major investment firms said it supported the SEC inquiry.

The Bond Market Association said it was ``troubled by reports that market-moving information was ... disclosed in a premature and uneven way.''

``Regulators must fairly and aggressively enforce the rules governing the operation of our securities markets,'' the association said.

Separately, Treasury itself had put out information on its financing plans, including the 30-year bond suspension, prior to the official announcement. The department posted the financing information on its Web site around 9:50 a.m. Under the embargo, the information was not supposed to be published until 10 a.m.

Treasury spokeswoman Michele Davis on Monday called that posting a ``careless mistake.'' Officials did not say whether this was part of Treasury's probe.

A New Sneak Attack on America: UN Revives Kyoto Treaty to Threaten US Economy

While Americans have their attention focused on the events in Afghanistan, UN representatives met in Marrakesh to breath life into the moribund Kyoto Climate Control Treaty. Tom DeWeese of the American Policy Center characterized it as "another sneak attack on this nation." Two thousand delegates from 165 nations met in Morocco to discuss how to enforce the UN's global warming treaty, the Kyoto Protocol, as international law. According to the UN, once 55 nations who produce a total of 55% of the so-called greenhouse gases ratify, the treaty will enter force.

"In other words, the UN would become a global environmental police force," said DeWeese, "pressuring nations that don't concur with this economically paralyzing treaty to comply. President Bush has already deemed the Kyoto Protocol unacceptable and the Senate has voted 95-0 against it, yet the UN is intent on bringing America's economy to its knees."

Even the Marrakesh meeting demonstrated how divided representatives were. Russia and other coalitions of nations demanded and received deep concessions in the final hours of negotiations.

"Everyone knows that the science behind Kyoto is flawed and littered with untruths," said DeWeese, "and everyone knows the UN is intent on implementing the treaty because it would give them global jurisdiction over industry throughout the entire world."

"The earth has not warmed at all in the past half century," said DeWeese. "The treaty represents a way to gain control over the economy of the United States through its emissions mandates. This treaty has been rejected by both the President and the Senate." Even if fully enforced, the mandates of the treaty would have no effect whatever on the earth's climate.

"The UN abhors the US as a superpower," said DeWeese. "Only months ago, the U.S. was kicked off the UN Human Rights Commission. Global jurisdiction and thwarting the growth of the U.S. economy are the only goals of the UN and
the Kyoto Protocol."

The Center, a grassroots, activist think tank headquartered in Warrenton, VA, has repeatedly warned that "our nation needs to produce more energy, not less, especially during this time of economic uncertainty and war."

DeWeese has called on President Bush to rescind Clinton's signature from the treaty. "This would eliminate the allusion that the US has any intentions, whatsoever, of cooperating in this global sham."

ample supply of Ebola that spreads by the air currents and by
sneezes and coughs to spray a dose in the NY, Chicago, or Boston
subways and infect 100,000's of people who will die within 5
days of contracting the disease. The scientists most
knowledgeable about Ebola have either disappeared or have been
murdered in Florida, Australia and Massachusetts, etc. What is
significant about this is that these people would be the best
to develop an "antidote" for this strain of Ebola. He said
scientists usually develop an antidote WHILE they are studying
a new virus.

Quayle said this is a very "big" story and the media has said
nothing. Were they told to keep quiet?

According to Steve Quayle, Ebola has spread into Pakistan,
Afghanistan, and Iran. There are 140 quarantine camps for the
many people dying of Ebola. It is only 3-5 days before death
after symptoms start(?) or after E. is contracted. Quayle
said the virus must be air-borne to have spread so quickly
to Iran. Usually it is spread by mucus contamination.

Quayle said people may have to seal themselves off in a room
with a bathroom for 14 days till the virus plays itself out.
It weakens in sunlight UV and at certain temperatures. He
said to watch the westerly winds and air currents that could
carry an outbreak to your area.

Seventeen people have died in a village in the southeastern
Democratic Republic of Congo (DRC) following a presumed epidemic
of hemorrhagic fever, the World Health Organization (WHO) said
Saturday.

The WHO had sent a team of biologists and epidemiologists to
Mbisangando village, 600 kilometers (375 miles) southeast of
Kinshasa to fight the epidemic of the life-threatening disease.

The team, equipped with four tonnes of medical and decontamination
supplies, had set up near the affected village in Kasai Occidental
province to determine the nature of the epidemic, the WHO said.

It has so far not succeeded in determining whether the epidemic was
viral hemorrhagic fever or even Ebola hemorrhagic fever.

Ebola haemorrhagic fever in Gabon - WHO Update 2

GENEVA: A team of scientists from the World Health Organization
(WHO) and its partners in the Global Outbreak Alert and Response
Network has arrived in Gabon to help coordinate the international
response to an outbreak of Ebola haemorrhagic fever in the Ogooue-
Ivindo Province in the northeastern part of the country.

Laboratory testing carried out at the Centre International de Recherches
Médicales de Franceville (CIRMF) in Gabon indicates that the cause of
the haemorrhagic fever outbreak is Ebola virus. For Gabon, this is the
fourth Ebola outbreak since 1994. All outbreaks have been in the
central and northeastern regions of the country. As of Wed 12 Dec
2001, WHO has received reports of 10 deaths from haemorrhagic fever
among a total of 12 suspected cases [including one confirmed. -
Mod.JW].

The Gabon Ministry of Health has established a national task force for
managing the response to the epidemic. WHO is supporting the
Ministry of Health and this Task Force in disease containment by:
- coordinating the international response to the outbreak;
- implementing disease control measures, such as barrier nursing
procedures;
- finding cases, tracing contacts and monitoring them;
- supplying protective equipment.

Dr Ray Arthur, an expert virologist, and a team of 3 colleagues from
WHO headquarters in Geneva, Dr Adamou Yada from the WHO
African Regional Office, together with Dr Herve Zeller from Institute
Pasteur in Paris, France, have arrived in Gabon. Other partners in the
Global Outbreak Alert and Response Network are expected to arrive
soon in Gabon. "WHO and its partners will work with the Gabonese
authorities to contain the disease and to prevent any potential spread in
local communities. It is very important that there is an effective and
coordinated international response to this outbreak," said Dr Mike
Ryan, Coordinator of Global Alert and Response at WHO headquarters.

Ebola haemorrhagic fever is one of the most virulent viral diseases
known to humankind, causing death in 50-90% of cases. Ebola virus is
transmitted by direct contact with the blood or body fluids of infected
persons. Ebola virus was first identified in 1976 in the western
equatorial province of Sudan and in the nearby region of Yambuku,
northern Democratic Republic of the Congo (then Zaire).

Gabon's first verified Ebola outbreak occurred in December 1994 in
gold mining encampments. Investigators studying the outbreak were
told of unexplained deaths of great apes, gorillas, and chimpanzees, but
no dead animals were found. The outbreak ended 6 weeks later. In
1996, 2 other Ebola epidemics were confirmed in the spring and fall. In
early February 1996, about 40 km south (7 hours by boat) from the
1994 outbreak, 13 people became ill after butchering a dead
chimpanzee they had found. In October of that year, another Ebola
epidemic was confirmed in the same general region.
