I think the use of atomics makes Bilow's case. If we had had a stronger military position we wouldn't have needed to shock them into surrendering.

By the time we used the A bombs we had an extremely strong military position. Winning was just a matter of time. However the Japanese seemed prepared to fight to the bitter end even against a vastly superior power.
