The high mortality rates for inhalational anthrax occurred before new antibiotics and critical care units were available.
No one knows what kind of treatment those at Sverdlosk received.

However treatment needs to be started at the first signs of disease which are flu like - and can include fever, cough, shortness of breath, headache, vomiting, chills.
Apparently this stage can last from a few hours to days, and can disappear for a short period or progress immediately to the next stage which is very serious.
