'If we had any idea that Clinton would back off and let Iraq rebuild its military, we would have finished them off when we had the chance'" But he didn't, check it out, the U.S. has been bombing Iraq on a regular basis for years now. It was Bush that allowed Iraq to grow, he planted the seed, so to speak.
