I do not think it was to the exclusion of all else. Other committees met and did their business. Departments of government continued their daily routine. Clinton himself occupied himself with things like Northern Ireland and massive fundraising for the 98 campaign. In fact, it is possible that we got more work out of him because he had to focus, and could not enjoy fellatio while on the phone with congressmen. Impeachment was just another thing to deal with, one he brought on himself........
