Not a world government, Not the UN, a global police force...

I don't see how you could have a global police force without some level of global government. Someone has to decide what laws the police force enforces, and how it enforces them. Since countries make break these laws or shelter those who break them the police force would have to have a powerful military force. Such a force has to be accountable to someone or it might just make itself the world government.

Would countries still be sovereign or not? If they are and the police force respects that then how does it operate when it does not have their cooperation? If they are not then you are talking about a world government.
