Right after 911 we had Jehova Witnesses around the neighborhood thicker than flies at the stockyard. They just can't seem to leave if you won't take a pamphlet. They are still holding them out as I shut the door.

That is an interesting question. I think that if the town does not require anything but identification and charges no fee I would side with the town. The people elected folks to set up rules and I'd go with what the folks want. On the other hand I think it means that kids cannot go out Halloween night or sell candy without a permit. But if that's what they want, I'd let them have it.
