That much is probably certain. I guess it just seems to me that as a people who are occupiers [Isrealies] it would be encumbant upon them to make the first move... ie. the Palestinians have little to offer.

Well, then how anyone would expect the violence to stop is beyond me. As a U.S. citizen I would have a hard time pouring money into that bottomless pit to be honest.
