Albert, That is exactly what I say, at least part of the time. Intel has planned delivery of parts and if they do not show up then Intel is caught short and has to advise the client, this has happened in the past and will happen again.
As to what is happening now, people want 478 and there is a lot of 423 in the channel. Part of this is mobo shortages as the makers also know 423 is dead ended and going to chip gulag and they do not want unsaleable waste for recycling.
So what we see is end of line management of 423 by Intel. They try to force people to make enough mobos that use 423 by starving them of 478 parts. Intel does not want to get stuck with 423 either, as in musical chairs, the end of life market operates.
The transition to 478 has Intel with parts that are 423 in stock. few SD shop people want the smaller parts so they avoid them. Dell cares not as their buyers are unaware and will not likely upgrade ever.

Then there is AMD with parts ready now and that is why they are selling like hot cakes.
