As I saw it defined, I did not see it that way. This is about folks going onto private property, not about being in a public place and saying whatever to whomever wants to listen. Requiring the same pass rules for preaching in public places would start to be a problem. But folks who own private property have rights of access or limiting access. If they collectively speak, I don't see the problem.
