Deterrence works because each side believes the other's threat as credible. Deterrence could even lead to an under the table deal between us and the terrorists making some stuff off limits. Just like with saddam and the chemical weapons last time.

"Speak softly, but carry a big stick". You are right in that respect, we should not mount a moralistic campaign "Don't use nukes", the absence of such a campaign will assure we will never have to use them. If there will be any doubt in the "enemy camp" that there are circumstances under which we'll use nukes, we almost surely will be forced to use them.
