Michael, I had a similar thought/question the other day. The basic answer was no nukes or chemicals.

In your scenario, It would be my opinion, that we have our scientists isolate the bioterror bacteria, grow it a 1000 times over, and simply return it all to the land of the perpetrators in the same fashion they distribute it here. Or maybe just fly it in on those remote control spy planes.
And see if their respective government can medically deal with the fallout in their country. And NO help from us. Or the Red Cross. Or anyone similar.

My idea got a resounding thumbs down as well.

But the best deterence seems to me to be an expected threat of retaliation in kind. Or worse. And I wish it didn't have to be that way.
