Most of the Palestinian groups over the last ~15 years, certainly since the withdrawal from Lebanon, have (or had until very recently) a policy of acting only within Palestinian lands, specifically so that they can class themselves as freedom fighters on their own turf. Again I think you are being overly optimistic. But using your own words, the Palestinians must consider Israel part of Palestine because that is where thay are striking now. and in fact there own rhetoric has repeatedly stated that they shall not rest until the last Jew is in the Mediterranean swimming back to Europe or the US.
