So who lived there before, and whence came these 'Palestinians' (they weren't Jews returning from diaspora, were they??) - and why, also, if the land was so infertile?

The land is relatively fertile anyhow, compared with much of the ME - there's more water there. But agreed, the kibbutzim solution was very beneficial, although at heavy water cost.

There's a nice 'if'... could be. I think Britain was still glad to shed the responsibility, however.
