OT Mutually Assured Destruction worked with the Soviet Union because both sides cared. Our adversaries in the "War on Terrorism" don't care. In fact, they hope for anything that will create more chaos. Nukes are wonderful at that. We have been prepared to use Nukes for 56 years, now. Every responsible government knows that and acts accordingly. Our problem is too difficult for Nukes to help, or for our use of biological or chemical weapons to help.
