I think it can be best described as the business became complacent. Through WWII into the 60's the industry was running at full capacity with no real threat of foreign competition. Sure Bethleham Steel competed with USS, which usually meant something like one would win a contract with Ford only to lose another with GM, everybody was fat, dumb, and happy. Profits would come in, hourly guy's got as much OT as they wanted. As soon as foreign auto & steel came into play, and demand waned in the US industry was when the chinks in the armor became evident. Management in both industries failed to see the threat internationally.
