In wars between nation states such as WWII, a case may be made that there are no innocent civilians. We know what the "home front" referred to in WWII. The civilian population of so-called terrorist nations, today, are truly innocent. They do not contibute to the terrorist effort and in most cases are tyrannized by the terrorist leaders. In WWII, our world was truly at stake. It has not got that bad, now, and hopefuly it never will again.
